Nope. One person with an inventory full of fireworks flying around at top speed, unrestricted, is enough to lag the server and make things not fun for everyone if they were exploring new places that no one else have been to before. If people are are only boosting around unrestricted at top speed in places that people have been before, there's no noticeable lag. The problem is that people tend to use that method to explore vast new areas quickly, and that's what lags the server.
