Redstone Troubles

For any of the people out there who are good at redstone, I need your help!!

I have a big redstone project that I've started. It worked perfectly in my creative testing world, but for some reason it's not working on the server. If I could grab some help in-game to figure out what the problem is, that would be great!

I've figured out the problem, but I don't know how to fix it. There's a hopper that's not moving items. Is there a limit to how many hoppers in a row there can be?

Im the best redstoner out there.
If a hopper isn't moving items it is locked, if a hopper is being powered by redstone its locked, but if redstone is ontop of the hopper, redstone dust, it does nothing to the hopper. Hope this information helps, I`ll help you in game if needed.

Thanks to Bobafe11 and ladywolf_, I figured out the problem! I had missed a redstone torch in one of the torch towers so the redstone locking and unlocking the hopper was staying off.
