Little Confused At Famville City Rules

Hey Famcraft :)
I would love to move into the Famville city, but I am a little confused - Am I allowed to just go and find an empty and unoccupied space - Or, I saw something about plots there - I saw a lot of people were in stone outlined plots. So yeah, I'm a little confused whether I should just find space to build, or ask a staff about plots.
