I had an idea for staff. My idea was that admins could enchant non-tool items for a price.

Well today I wanted to put fortune on my lucky emerald.
Players could then also create items like hot bricks.

Mr.Chris it would rlly be just to create novelty items. Or like make sticks into weapons since they don't break.

Donorshop has enchants for sale, you can become a donator or ask a donor to buy you an enchanted book.

Not exactly, you can put enchantments that can only go on a few objects, on everything by using enchanted books, take unbreaking for example, you can only get it on shovels, axes and pickaxes, but with a book you can put it on every enchantable item!

Exactly, I could just get a fire aspect stick and nonstop burn mobs, totally unfair

This works in survival, Ive never enchanted anything in creative before, Notice I said every enchantable item! and this is just an example using Unbreaking, In creative you can put any enchantment on anything.
