Not exactly, you can put enchantments that can only go on a few objects, on everything by using enchanted books, take unbreaking for example, you can only get it on shovels, axes and pickaxes, but with a book you can put it on every enchantable item!

Also; I would like to add that this would make the game extremely un-balanced, considering you would be able to get items that never take damage.

Exactly, I could just get a fire aspect stick and nonstop burn mobs, totally unfair
