Optifine is a mod that boosts your computers fps and allows to turn on and off certain features and animations that would not be normally abled to turn off, like being able to turn off the weather and the sun or make certain animations like lava stop.

In laymen's terms, it makes Minecraft run better because you have more settings to turn off.
