Helper Pwntishness found it and told me.
Pwntishness kicked him at 2:12PM CST.

Whoever developed that bukkit plugin needs a gentle push to make item frames lockable

I believe it is LWC that allows you to lock chests,signs,and stuff.

According to the second link protections can be customized to anything you wish.

They are entities, like paintings. AFAIK we can't protect them.  :(
